Σε μια εποχή που η οικουμένη έχει πλατύνει πολύ – με τον Μεγαλέξανδρο πρώτα και τη Ρώμη ύστερα – ο Πολύβιος (203-120 π. Χ.) αποφασίζει να γράψει μια Παγκόσμια Ιστορία. Και θέλει η Ιστορία του να έχει «την αλήθεια για οφθαλμό» και να διδάσκει, όχι απλώς να ψυχαγωγεί και να εντυπωσιάζει.

Στο πρώτο τούτο βιβλίο μάς παρουσιάζει τους θεληματικούς Ρωμαίους και τους Κέλτες τους εξωτικούς. Περιγράφει γεγονότα συναρπαστικά και σκληρούς πολέμους. Διηγείται πώς και πότε και από ποιους κυριεύτηκε πρώτη φορά η απόρθητη Σπάρτη.

Και επειδή η Ιστορία πάντοτε πηγαίνει χέρι χέρι με τη Γεωγραφία, ξετυλίγει ανάγλυφη μπροστά στα μάτια μας τη Γεωγραφία του Κόσμου. Δεν ήταν άλλωστε ο Πολύβιος ένας ιστορικός του γραφείου. Ταξίδευε κάθε φορά που του δινόταν η ευκαιρία και γνώρισε από πρώτο χέρι κάμποσες περιοχές της Ασίας, της Ευρώπης και της Αφρικής.
